The Issue

We are writing this petition to express our deep concern and disapproval regarding the sale of puppies at Howard’s Flea Market, located in Homosassa, Florida, as well as other flea markets/swaps throughout the state. It has come to our attention that puppies are being sold in this setting and we firmly believe that this practice is detrimental to the animal’s welfare, our local communities, and the state of Florida as a whole.

Puppies are living beings with unique needs and vulnerabilities. Selling them in a flea market environment, often characterized by noise, crowds, and inadequate facilities, puts their health and well-being at risk. Puppies require proper care, appropriate socialization, and attention from knowledgeable individuals who prioritize their health and future. Flea markets/swaps are not conducive to providing these necessities. 

We urge you to consider the following reasons for discontinuing the sale of puppies at Howard’s Flea Market: 

  1. Animal Welfare: Puppies sold at flea markets are often subjected to substandard living conditions and inadequate veterinary care. This can lead to physical and/or behavioral issues that burden both the new owners and the already strained animal shelters and rescues.
  2. Health Concerns: While it falls upon the breeder, most flea markets do not have either the facilities or the staff to ensure the health and hygiene of puppies. Howard’s Flea Market allows other dogs onto their property, and it is impossible to determine their vaccination history. This increases the risk of transmitting diseases and parasites to both animals and potential buyers.
  3. Lack of Screening: Reputable/ethical breeders and rescue organizations prioritize responsible pet ownership by carefully screening potential adopters. Quick, profit-driven sales at flea markets often lack stringent screening processes, potentially leading to puppies being acquired by individuals ill-prepared to meet their needs.
  4. Support for Local Animal Welfare Organizations: By discontinuing the sale of puppies at flea markets, you can encourage potential pet owners to consider adopting from local shelters and rescue organizations instead. These organizations play a vital role in addressing the issue of pet overpopulation.
  5. Positive Community Image: Taking a stand against the sale of puppies in unsuitable and unregulated conditions demonstrates your personal commitment to the welfare of ALL animals.  Not allowing puppy sales promotes a positive public perception of Howard’s Flea Market and attracts customers who are concerned about community standards and animal welfare.

We, the undersigned, request that Howard’s Flea Market take immediate action to cease the sale of all puppies. Instead, we wholeheartedly encourage the owners to explore alternative ways to support local animal welfare efforts, such as partnering with Citrus County Animal Services, local shelters, and rescue organizations for adoption events.  By making this important change, Howard’s Flea Market can positively impact not only the lives at its market but set a gold standard for all of Florida’s flea markets.   Together we can promote a more responsible and compassionate community and strive for the humane treatment of all animals.
