To Members of Cover Corp Management, Hololive Management, and Motoaki Tanigo (AKA YAGOO),

On behalf of all English speaking fans of Hololive, VTubers inspired by Hololive and supporters of the product, we honorably request you entertain this petition submitted on behalf of Uruha Rushia from her fans.

As of February 24, 2022, Uruha Rushia, a talent employed by Cover Corporation was terminated and this termination was announced via a press release which can be found here: https://cover-corp.com/news/detail/20220224b/

This petition honors the terms of her contract and does not intend to challenge any terms or agreements held within her contract; rather, this petition seeks the parties involved, Uruha Rushia (the talent) and Cover Corp (the employer) the means to represent themselves in a mutual light which will in turn allow fans, supporters and currently employed talent a positive foundation to move forward upon.

We do not challenge the charges leveed upon Uruha Rushia from Cover Corp spelled out in the termination notice as we are not privy to all information to the incident or subsequent investigation involved. However, we, as fans, supporters and as paying customers, do rightfully request that Cover Corp consider the following:

1. Allow Uruha Rushia speak. Please allow this talent to speak and address her fans, the fans of Hololive and most of all those that continue to support the other talent she loves and has worked with for over 2 years. This can be in a prepared, pre-taped, as a statement that has been overseen and approved by Cover Corp. Or, it can be a "graduation" style address. Regardless of presentation, the execution and handling of this situation itself has tarnished the image of Hololive and Cover Corp. The only way to recover that image is to allow one of its most influential members the opportunity to address the fandom.

2. Have a representative of Hololive EN, Hololive JP and Hololive ID address their respective native speaking audience regarding the incident in general and the steps Hololive will be taking in the future to prevent such incidents from occurring.  While Hololive has issued an official statement (found here: https://cover-corp.com/news/detail/20220214b/ ) regarding talent relationships outside Cover Corp, this does not address the incident involving the disruption of scheduled streaming and how Hololive intends to handle the matter moving forward. Proactive action should be taken in regards to talent training, education and guidance with suggestions such as separation of company and private communications and guidance regarding "best practices" to minimize future incidents that could cause such incidents (including but not limited to "hot mic moments," "accidental camera shots, accidental exposure of company information/communication, etc)

3. We ask that you please do not take down Uruha Rushia's channel or content. Rushia has been an integral part of Hololive's history for over 2 years. She has helped bring the company and the world of VTubers to the state where many of us, myself included, can enjoy content created by creators big and small. Her contribution to the industry, to the company, and to her fans is critical for preservation if the talent behind the virtual avatar will not be remaining with the company.

4. This incident, as well as many before, has clearly shown the need for a top/down change within the VTuber culture and community. While the main reason and existence for Cover Corp and Hololive is to employ the talent, provide them an income and source a revenue to grow as a venture, Hololive has an obligation to the community they helped found to lead and shape it into something more than a den of men and women to source money from. As such, we propose Hololive begin laying the groundwork to promote a more healthy fandom and environment. Reinforce the good faith you have source from us by considering the above requests. Then, begin shaping in the visions that you've presented to us.

Hololive and Holostars has clearly set the stages of "new worlds" these men and women can lead us into. Lands of fantasy that can't be reached by normal means. Yet, because of complacency, we have now lost two bright stars in the past year because the worlds of fantasy and reality have not clearly been defined by Hololive, the talent and the presentation. We ask that you examine not just the quality, the numbers and the profits from the talent's output. Rather, we ask that you examine the substance of the output. You have presented us with characters, backstories and mythos for each person, yet have done little with that. There are clear and evident interactions that could and should be happening, yet it doesn't. And most of all, we now have a second talented woman that's no longer a part of this world she helped build. A world "you" enabled her to build.

We believe you have an obligation, to at least allow her to tell us this world will be okay even if she's not here. If you will not allow her to be a part of this world, at least give her, give us that.

ホロライブのファン、ホロライブに影響を受けたVTuber、そしてホロライブ製品のサポーターを代表して、うるは・るしあさんのファンから提出されたこの嘆願書を尊重していただくよう、名誉あるお願いをします。

2022年2月24日をもって、カバー株式会社が雇用していたタレント、潤羽るしあは解雇され、この解雇はプレスリリースで発表されましたので、こちらでご覧いただけます。https://cover-corp.com/news/detail/20220224b/

この嘆願書は、彼女の契約条件を尊重し、契約内の条件や合意に異議を唱えるものではなく、むしろ、当事者 潤羽るしあ（タレント）とカバーコーポレーション（雇用主）が、相互理解を深め、ファンやサポーター、現在働いているタレントが前向きに前進できるような方法を模索するものです。

私たちは、この事件やその後の調査に関するすべての情報を知っているわけではないので、契約解除の通知に記載されている潤羽るしあに課された罪に異議を唱えるものではありません。しかし、私たちはファン、サポーター、そしてお金を払っている顧客として、カバーコーポレーションに以下のことを検討するよう、正当に要求します。

1. 潤羽るしあが話すことを許可する。このタレントが、彼女のファン、ホロライブのファン、そして何より彼女が愛し、2年以上一緒に仕事をしてきた他のタレントを支え続けている人たちに語りかけることを許可してください。これは、カバーコーポレーションが監督し承認した、準備された、事前に録音された、声明文としてでも構いません。あるいは、「卒業式」スタイルのスピーチでも構いません。どのような形で発表するにせよ、この事態の実行と処理自体が、ホロライブとカバーコーポレーションのイメージを悪化させた。そのイメージを回復する唯一の方法は、最も影響力のあるメンバーの一人がファンダムで演説する機会を与えることです。

2. ホロライブEN、ホロライブJP、ホロライブIDの代表者が、それぞれの母国語話者に対して、今回の事件全般と今後このような事件を起こさないためにホロライブがとるべき対応について講演を行う。  ホロライブは、カバーコーポレーション以外のタレントとの関係について公式声明（こちら：https://cover-corp.com/news/detail/20220214b/）を発表していますが、配信予定が乱れた件と今後の対応については触れていません。タレントのトレーニング、教育、指導に関して、会社とプライベートのコミュニケーションの分離や、今後起こりうる事件（「ホットマイクの瞬間」「カメラの誤射」「会社情報/コミュニケーションの誤射」などを含むがこれに限らない）を最小限に抑えるための「ベストプラクティス」についての指導などの提案を行い、積極的に行動すべきです

3..潤羽るしあのチャンネルやコンテンツをダウンさせないよう、お願いいたします。るしあは2年以上、ホロライブの歴史に欠かせない存在です。彼女は会社とVTuberの世界を、私を含む多くの人が大小のクリエイターによって作られたコンテンツを楽しめる状態にするために貢献してくれました。彼女の業界、会社、そしてファンへの貢献は、バーチャルアバターを支える才能が会社に残らないのであれば、保全のために非常に重要です。

4. 今回の事件、そしてそれ以前の多くの事件は、VTuberの文化とコミュニティの中で、トップとダウンの変化の必要性を明確に示しています。カバーコーポレーションとホロライブの存在意義は、タレントを雇用し、収入を与え、ベンチャーとして成長するための源泉とすることですが、ホロライブはその資金源であるコミュニティに対して責任を負っています。そのため、ホロライブには、より健全なファンダムと環境を促進するための土台作りを始めていただきたいと思います。上記の要望を検討することで、私たちから得た誠意をより強固なものにしてください。そして、私たちに提示されたビジョンを形にすることを始めてください。

ホロライブやホロスターズは、彼らが導いてくれる「新しい世界」の舞台を明確に設定しています。通常の手段では到達できないファンタジーの世界。しかし、ホロライブ、タレント、プレゼンテーションによって、ファンタジーとリアリティの世界が明確に定義されていないために、自己満足で、この1年間に2人の輝かしいスターを失ってしまった。タレントのアウトプットの質、数字、利益だけでなく、その中身を吟味していただきたいのです。むしろ、そのアウトプットの中身を検証していただきたい。あなたは、各人のキャラクター、バックストーリー、神話を私たちに提示していますが、それについてほとんど何もしていません。明確で明白な相互作用があり、それが起こるはずなのに、そうなっていない。そして何より、2人目の才能ある女性が、彼女が作り上げたこの世界の一部でなくなってしまったのです。あなた」が彼女に作らせた世界です。

あなたには、彼女がここにいなくても、この世界は大丈夫だと伝える義務があると信じています。カバーコーポレーションが「潤羽るしあ」を許さないのであれば、これを私たちに与えてください。
