Open Field Access for Community Adults at Westlake Village Community Park
The Issue
The Problem
Currently, reservation permits for the synthetic turf soccer fields at Westlake Village Community Park are granted exclusively to youth sports organizations. While we strongly support youth athletic programming, this restrictive policy completely excludes local adult sports groups, informal community leagues, and working adults from reserving field time at a publicly funded facility.
Why This Matters
Fair Access for All Taxpayers: Public parks are designed to serve the whole community. Adults and young professionals who support local infrastructure through taxes deserve an opportunity to utilize quality athletic facilities.
Health & Wellness: Physical activity, community sports, and structured adult recreation are essential components of public health and social connection in the Conejo Valley.
Preventing Underutilization: Fields sit locked or vacant during off-peak windows or adult recreation hours when youth leagues are not active.
Our Proposed Solution
We are not asking to displace youth sports organizations. Instead, we respectfully ask the City Council to direct staff to establish a balanced, hybrid field-allocation policy that includes:
Dedicated Adult Reservation Blocks: Allocating a small percentage of off-peak hours (e.g., later weekday evenings or specific weekend slots) for adult community use.
Designated Drop-In Windows: Establishing clear, publicly scheduled hours where community members can play organized pickup soccer.
Resident & Community Group Permits: Allowing adult teams and leagues from the local area to apply for field use permits under standard safety protocols and fee structures.
