Title: ONOH-One Nation One Health: Free Health Cover for Every Indian

To: The President, Prime Minister, Union Health and Finance Ministers, Chief Ministers, and all Members of Parliament and State Legislatures

India has shown what it can do when it decides to act together. We built a digital identity for all, instant payments and a strong public technology base. The next great step is within reach: making sure every Indian can get treatment without fear of the bill. We urge you to introduce One Nation One Health (ONOH): free health for every citizen.

What is ONOH?

One Nation One Health (ONOH) is a simple proposal: free health insurance for every Indian citizen, regardless of caste, age, gender or income. Merging of many overlapping central, state and corporate schemes into one. The government pays the premium on behalf of the people through a National Health Fund, or pays hospitals directly. Citizens pay no premium and no hospital bill.

One Nation, One Plan, One Scheme, One Authority, One Billing and One Pricing.

Why ONOH is necessary
•        Many Indians still have no health insurance at all.

•        Private insurance often means high premiums, waiting periods, partial cover and claims rejected over small paperwork errors.

•        Government schemes are many, with different names, rules, age limits and income limits. Delayed payments make many private hospitals reluctant to accept them.

•        Middle-class families are caught in between. They are not poor enough for welfare schemes and cannot afford rising premiums.

•        Crowdfunding, social media appeals and local fundraisers have become a substitute for a health system. No one should have to beg for treatment.

•        Article 21 guarantees the Right to Life, and the Right to Health is part of it. ONOH puts that promise into practice.

What the Government has said
I sent this proposal through CPGRAMS, and the National Health Authority replied. I thank them for examining it carefully and for appreciating its depth. The reply says  that my suggestions may be considered in future policy deliberations.

This is encouraging, but "may be considered" is not enough. Ayushman Bharat still covers only eligible families, leaving many middle-class households outside. ONOH builds on that foundation and brings every citizen in. The digital systems the Authority describes already exist. What is needed now is the will to unite them.

Benefits

No waiting periods, no pre-existing disease exclusions, easy and quick claims.
Cover for cancer, heart disease, transplants, rare diseases, childbirth, emergencies and vaccination.
Bulk purchase keeps costs low, and savings from merging overlapping schemes can fund premiums.
Hospitals get standard rates and timely payment.
Crowdfunding, begging for help and medical debt can end.
Who benefits
•        Every citizen, across caste, age, gender and income

•        Middle-class families, who finally get protection without crushing premiums

•        Poor families, who no longer face debt after a medical emergency

•        Hospitals, which get standard rates and timely payments

•        Taxpayers, who receive a real return on what they pay

•        Government, which saves on the administration of many overlapping schemes

•        Private insurers and TPAs, who continue to play a role

We urge the Government to

*Set up a high-level committee to study and implement ONOH.
*Consult all Chief Ministers and stakeholders.
*Introduce and pass the ONOH Bill, creating the National Health Authority and National Health Fund.

Healthcare should be accessible to every Indian without financial hardship.

Where there is a will, there is a way.

Please sign and share this petition so that ONOH reaches the people who can make it happen.
