The Issue

Petition: Require ICE Agents to Wear Clearly Visible Uniforms and Photo Identification at All Times

To: Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Relevant Congressional Oversight Committees

We, the undersigned, call on ICE to immediately implement a policy requiring all agents to wear clearly visible uniforms and government-issued photo identification while on duty.

This is not only a matter of professionalism—it is a matter of public safety, human rights, and trust in law enforcement

Why This Matters

1. Preventing Human Trafficking and Impersonation

The absence of visible uniforms and ID creates an alarming opportunity for criminal groups—especially human traffickers and white supremacist vigilantes—to impersonate ICE agents. There have already been disturbing reports of individuals falsely claiming to be federal agents to detain, intimidate, or abduct vulnerable people, particularly immigrants, asylum seekers, and people of color. Requiring official uniforms and IDs can act as a crucial safeguard against these crimes.

2. Protecting the Public From Abuse and Racial Profiling

Without clear identification, the line between lawful authority and unlawful intimidation becomes dangerously blurred. Communities already at risk—especially Latinx, Black, and undocumented populations—are left vulnerable to racial profiling, abuse of power, and psychological terror by individuals misusing ICE’s image or claiming ICE authority without oversight.

3. Accountability and Transparency

Visible ID and uniforms ensure that ICE agents are accountable for their actions. If someone is stopped or questioned, they have a right to know who is stopping them. Transparency builds trust—and trust is essential in any democracy. Uniformed, identifiable officers are easier to monitor, document, and report if misconduct occurs.

4. Aligning With Best Practices in Law Enforcement

Most law enforcement agencies, from local police to federal agents in other departments, follow strict uniform and ID policies to prevent impersonation and ensure operational integrity. ICE should be held to the same standard—if not a higher one—given the sensitivity and impact of its work 

We the people demand:

ICE agents be required to wear official uniforms whenever engaging with the public.
Government-issued photo ID badges be worn at all times, clearly visible and displayed above the waist.
Agents who fail to comply with this policy be subject to disciplinary action.
ICE publish clear guidance to the public on how to verify the identity of ICE personnel.

The safety of our communities, the integrity of our institutions, and the rights of every individual in the U.S. demand nothing less.
