Obtain Registration Certificate for small hospitals (< 40 beds) in Muzaffarpur

The Issue

I am writing to address a pressing issue that affects many hospital owners in Muzaffarpur, Bihar – obtaining the Clinical Registration Certificate from the Civil Surgeon for healthcare establishments with less than 40 beds. This certificate is crucial for us as it allows participation in vital government initiatives like the Pradhan Mantri Ayushman Bharat Yojna, ensures the possibility of empanelment with Insurance Third Party Administrators (TPAs), and is necessary for approvals related to the Fire and Pollution Departments.

As a hospital owner striving to provide essential healthcare services to the community, I face numerous challenges due to the stringent regulations that disproportionately affect smaller establishments. Our hospitals are crucial in offering accessible and affordable healthcare to the rural and semi-urban population of Muzaffarpur. However, the existing policies require us to meet criteria that are often geared towards larger hospitals with significant resources, making it difficult for us to obtain necessary clearances and certifications.

The current regulations not only impede our ability to offer comprehensive healthcare services but also limit our capacity to support government health schemes and secure insurance collaborations. These barriers have a direct impact on patients who rely on our hospitals for treatment under the Ayushman Bharat Yojna. Without certification, we are unable to serve the disadvantaged section of society who are in dire need of healthcare coverage.

We urgently call upon the Civil Surgeon of Muzaffarpur and other regulatory authorities in Muzaffarpur to re-evaluate and amend the certification process for hospitals with less than 40 beds. By streamlining the certification process and introducing considerations that reflect the operational capacities of smaller healthcare institutions, we can ensure a level playing field and broaden the healthcare access for all residents of Muzaffarpur and adjoining areas.
