Introduction
This petition is a community response in support of our Parish Council and the adopted Neighbourhood Development Plan (NDP) and to formally request objecting to the Permission in Principle application for 3-6 Dwellings beyond the NDP Settlement boundaries in Lower Metherell.
Local residents are concerned that the granting of Permission in Principle for further housing development in Lower Metherell. Application PA26/00099 directly contradicts the policies and intentions of the NDP, which was developed through extensive community consultation and formally approved to guide sustainable development within Calstock Parish.
Allowing this Permission in Principle to stand would undermine the integrity, authority, and purpose of the NDP. Petition signees object on the following five key grounds:
The Five Key Reasons for Objection
1. Direct Conflict with the Neighbourhood Development Plan (NDP)
The Permission in Principle conflicts with the adopted NDP, which sets out a clear, community-supported framework for where and how development should occur within the parish.
2. Contradiction of the Settlement Boundary
The proposed development lies outside the settlement boundary defined in the NDP. These boundaries were deliberately established to manage growth sustainably and to protect the character of the parish.
3. Undermining the Protection of Rural Gaps and Open Spaces
The NDP places strong emphasis on protecting rural spaces and maintaining clear gaps between housing areas. Granting Permission in Principle in this location erodes those protections and risks incremental countryside development.
4. Failure to Apply Cornwall Local Plan (CLP) Policy 9
Calstock Parish has already met—and exceeded—the housing requirements set out under CLP Policy 9. The NDP clearly states that no further housing planning applications are required to support local community needs. Granting Permission in Principle in these circumstances bypasses this policy and disregards the evidence-based conclusions of the NDP.
5. Undermining a Clear Democratic Mandate
The Neighbourhood Development Plan was approved by local residents with an overwhelming 80% “Yes” vote in the parish referendum. Any decision by the Parish Council that supports or enables a development which conflicts with the NDP would undermine the integrity of that democratic mandate and weaken confidence in neighbourhood planning.
Purpose of This Petition
This petition is a community-led action to support the Parish Council and the integrity of the Neighbourhood Development Plan.
In light of the above, we respectfully request that the Parish Council formally objects to the Permission in Principle planning application, in order to uphold the adopted NDP, protect its credibility, and honour the clear wishes of the local community.
