Why are the Hamilton Vacant Parcels Missing from Novato's General Plan 2035?

"A general plan is a city’s road map for the future. It describes a community’s long-term vision and sets forth goals, policies and programs to manage growth, direct land use decision making, and preserve the environment and character of the community. The State of California requires every city and county to have a general plan to guide future development, conserve resources, and provide for public welfare and safety."
Why are the Hamilton vacant parcels (the Bachelor's Officer's Quarters, Hamilton Town Center/Theater, Commissary site, and city open spaces where a sports complex was once proposed) not included in the major planning document for City of Novato?
Councilmember Pam Drew will be raising this question and asking for it to be set for discussion in a future council agenda on Tuesday, April 4 at the City Council meeting, approximate time 7:05 p.m. under General business- Quarterly agenda setting.
After a three year effort, these parcels became available for development by removal of parks and rec restrictions by council vote on March 15, 2016. The first draft of the General Plan was presented in August 2016 and is still in the review stage before the city council.
Please let your council know that you support Hamilton parcels inclusions in the Novato General Plan 2035. Please speak at Council if you are able to and ask them to include the Hamilton Federal Lands to Parks parcels in the General Plan.
