Labor used polished marketing & propaganda to say this was a thought bubble of Tony Abbott at the 11th hour. Well as we can see a lot of work has taken place over many years here in WA prior to a funding request. Labor won the election by being very good snake oil salesmen. This is where the Liberal Party missed the boat in selling the virtues of this project years earlier just like Greens and Labor did with Rethink the Link.
