INCIDENTAL TAKE PERMIT (ITP) FOR CROTCH'S BUMBLE BEE: Through a public records request, we received The Irvine Company’s application for an Incidental Take Permit for the Crotch’s bumble bee, a state listed endangered species.  The entire 400 acres are considered habitat for the bumble bee.  According to our attorney, Winter King, there should be a California Environmental Quality Act (CEQA) public comment process.  We should review the ITP materials and, to the extent we have any substantive comments on it/objections to it, we should submit those to the California Department of Fish & Wildlife (CDFW). In general, an ITP cannot be issued unless the impacts are “minimized and fully mitigated.” According to Leif Richardson, bumble bee researcher with the Xerces Society, the avoidance plan in the ITP application is inaccurate.  Grading activity cannot occur from September 1 through October 31 because it will impact new queens who estivate in shallow burrows that are only 4 inches deep.  CDFW can’t issue the permit if doing so would jeopardize the continued existence of the species.  Stay tuned for email comment templates and CDFW contact info.  Review ITP application.
