Good Afternoon, 

At tonight's County Commission meeting there are a couple of items of interest on the consent agenda:

1) 7-f) Consideration of the Resolution and First Amendment to the Public Transportation
Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) in
the Amount of $2,200,000 to Assist with Funding for an Aviation Fuel Facility at the
Flagler Executive Airport: Request the Board approve the First Amendment to the PTGA
authorizing the Chair to execute the agreement and authorizing resolution as approved to
form by the County Attorney, approve the Unanticipated Revenue Resolution and budget
transfer and amend the FY 2025-26 CIP. (Requested by Roy Sieger, Airport Director)

and

2) 9-a) Legislative – Request for a Future Land Use Map Amendment Greater than Ten Acres
from Agriculture and Timberlands and Commercial Low Intensity to Mixed-Use High
Intensity on Seminole Woods Boulevard. Parcel Numbers: 28-12-31-0000-01010-0000 and
29-12-31-0000-01010-0000; Parcel Size: 119+/- Acres. Owner: MPC Lots LLC/Applicants:
Richard Smith and Nika Hosseini. (AR No. 5930): The Board of County Commissioners may
choose to: Approve, Deny or Continue.
9-b) Quasi-Judicial – Request to Approve on First Reading a Rezoning Ordinance from
the AC (Agricultural) District to the PUD (Planned Unit Development) District. Parcel
Numbers Parcel Numbers: 28-12-31-0000-01010-0000 and 29-12-31-0000-01010-0000;
Parcel Size: 119+/- Acres. Owner: MPC Lots LLC/Applicant: Richard Smith and Nika
Hosseini. (AR No. 5931): The Board of County Commissioners may choose to: Approve, Deny
or Continue.
9-c) Legislative – Request for a Future Land Use Map Amendment less than Ten Acres
from Conservation, Commercial: High Intensity, and Residential: Low Density to
Commercial: High Intensity at 5530 US Highway 1. Parcel Numbers: 05-13-31-3600-00020-
0080, 05-13-31-3600-00020-0060, 05-13-31-3600-00020-0030, and 05-13-31-3600-00010-
0010: Project Size: 155,073+/- Square Feet (3.56+/- Acres). Owner/Applicant: 5530 US HWY.

We ask that you attend this meeting at 5pm in opposition, but understand the short notice.  Alternatively, you can use the "FILE A COMPLAINT" link on the website, PeaceforPalm.  It can be as simple as "No fuel farm at the airport and no large apartment complex in Seminole Woods".  Or yu can call or email on your own, but please say something!  Here is a copy of the letter we sent earlier today:

Re: Demand to Table Consent Agenda Item #7f – $2.2 Million Grant for New 40,000-Gallon Aviation Fuel Facility

We at Peace for Palm Coast strongly oppose the rushed approval of the new aviation fuel storage facility at Flagler Executive Airport. This project significantly expands hazardous fuel storage (up to 20,000 gallons each of 100LL and Jet A, with future doubling capacity) directly into a populated area — dangerously close to a high school, major shopping centers, high traffic areas, and residential homes.

After the recent massive public backlash of the Belvedere Terminals fuel tank farm (gasoline/diesel proposed near homes and schools), the community has made it crystal clear: we will not tolerate hazardous fuel storage closer to where our families live, learn, and shop.

We demand the following immediately:

1.  Full public release of the Categorical Exclusion (CatEx) determination under FAA Order 1050.1F/G, including the complete checklist and any evaluation of “extraordinary circumstances” created by the project’s proximity to populated areas.

2.  All supporting environmental and safety documents: SPCC plans, Florida DEP tank permits, groundwater/soil contamination assessments, spill modeling, and emergency response protocols.

This item was placed on the consent agenda with minimal public notice, despite the obvious safety risks and the community’s proven sensitivity to large-scale fuel storage. Rushing $2.75 million in public funds without transparency is unacceptable.

We call on the Board to immediately table this item, remove it from the consent agenda, and schedule a dedicated public workshop or hearing so residents can review the documents and provide meaningful input.

Peace for Palm Coast will continue to monitor this project closely. We are prepared to escalate if these basic transparency and safety requirements are ignored.

Our families and children’s safety must come before convenience or rushed spending.
