The Issue

I am starting this petition because I believe that true public safety is built on trust. It is terrifying to know that an officer who violates that trust in one city can simply move to the next without anyone knowing their history. I want to live in a world where the people sworn to protect us are held to a national standard of honesty, and where our tax dollars only support departments that value transparency over secrets.

The Problem:

Currently, there is a significant loophole that jeopardizes our communities' safety: the "wandering officer" phenomenon. An officer who abuses their authority can resign while under investigation and easily get rehired in a neighboring area, without their misconduct follow them. This loophole persists because there is no compulsory, nationwide system in place to track and report officer misconduct. As a result, our federal tax dollars inadvertently support departments that aid in concealing these secrets, eroding public trust and compromising public safety.

The Resolution:

We demand that the U.S. Congress and the Department of Justice establish a mandatory, comprehensive national database to track the misconduct of law enforcement officers. Such a registry should be easily accessible to all law enforcement agencies to ensure that officers with a history of misconduct cannot continue to serve without accountability. Furthermore, we insist that federal funding be withheld from any police department that fails to comply with this new system and instead chooses to protect officers with a problematic history.

Various reports and investigations have highlighted the ongoing problem with 'wandering officers.' A 2020 study by Yale Law School identified that officers who hop from one department to another often have a prior record of infractions, making them more prone to repeated offenses. By addressing this loophole, we aim to prevent future tragedies, family heartbreaks, and societal mistrust in law enforcement.
