No Budget, No Pay Act

The Issue

What’s Happening

When Congress fails to pass a budget or appropriations bills, millions of Americans pay the price. Federal workers go without pay, small businesses lose contracts, and essential services are disrupted. Yet members of Congress — the very people responsible — continue to receive their paychecks.

That’s not leadership. That’s hypocrisy.

It’s time to change the rules so that when government shuts down, congressional paychecks are suspended until operations resume.

What We’re Asking

We, the undersigned, call on Congress to pass a “No Budget, No Pay” law that suspends congressional pay during any government shutdown caused by failure to fund operations.

To comply with the 27th Amendment, this law would take effect after the next congressional election, ensuring fairness and constitutionality.  

If Congress cannot keep the government open, their paychecks should be the first to stop.

Why This Matters

Hardworking Americans shouldn’t suffer while politicians play games with our government’s funding. If teachers, soldiers, and public servants go without pay during shutdowns, Congress should too.

We believe in accountability, fairness, and shared responsibility.

It’s time our lawmakers lived by the same standard as the people they represent.
