Hearing: April, 2016 RE: David Hinchy DIN#: 88C0999 NYSID#: 04930881M On July 30, 1987, David Hinchy Kidnapped, choked, beat & sexually assaulted 8yr old Jesse Powers, later killing him in a train box car around 10 pm that night. Hinchy then proceeded to throw Jesse's lifeless body into the tall weeds in a secluded field in the Riverside / Blackrock Area of Buffalo to dispose of him. Jesse's body was found 6days later, horribly decomposed. This happened a day before Jesse was to testify against him for sexual assault crimes. Jess & his Mother Nancy were supposed to meet with detectives on July 31st to give a statement about Hinchy sexually molesting him. Jesse's whole body was battered and his head kicked in, breaking the skull. Hinchy participated in the search which took six days. David Hinchy was convicted of 2nd degree murder and was sentenced to 25 years to life in prison. He will have served only 28 years when he is considered for parole. We, the undersigned, STRONGLY OPPOSE parole for David Hinchy. Justice demands he serve the full prison sentence given to him at the time he was sentenced for this heinous horrific crime committed against a child
