The hazy daze of Summer

It is important that NYC Department of Education and Department of Youth and Community Development have ample time to flawlessly execute an overhaul to Summer School Program. The concept was proposed in April, 2021. What is the reality of implementing it in 3 months; and, more importantly, what are the consequences of not having time to properly plan it?
