In January 2011, the New York City Council passed a bill setting legal limits on the type pf collars that can be used to attach a dog outside and for how long a dog can be left outside. More specifically, it is legal in NYC to tether a dog for up to 3 hours in a 12 hour period while the use of heavy, choke or pinch collars is prohibited . 

Last week, the owner of a white adult male husky tethered his dog for 3 hours on the stoop of a building that he was visiting in 92°f!!! He was within the legal limits and even the dog's collar was legal, but the poor Husky suffered visible signs of heat exhaustion such as diarrhea, apathy, excessive drooling and panting.

The animal was attached to the stoop under the sun with a makeshift water bowl that was dirty and EMPTY!!. Passerby were appalled and heartbroken; one elderly women yelled "call the Police" with tears in her eyes, while another young lady tried to figure out who to call. The sight of that poor animal was heart wrenching to say the least, so much so that the pictures below cannot express the pain one feels when witnessing such cruelty. 

We gave the poor dog some water and provided him with some shelter form the sun while waiting for the owner. When the man came out of the building, the only answer he could give us was: "I can leave my dog for 3 hours, it is legal!" That was not an isolated incident, as we have learnt from locals in that area that the poor Husky had been attached to that stair case for a long duration of time on many other occasions, rain, sleet or shine, but no more than 3 hours....

Common sense would suggest that although it is legal to leave your dog outside for 3 hours, there are circumstances where this law is irrelevant, but since some people clearly lack common sense or, in his case, common human decency, we must amend the law to clearly state the conditions under which the legal 3 hours do not apply.

As i search, I started to realize how Severe this Crime is, and Yet it is not Recognized as anything more than " animal abuse ", lesser than a speeding ticket.

These people are cowardly and scummy, low life bullies, They can't stand it when someone stands up to them., Their Only Excuse is, " Its my dog/property,...."

I say we take that power away from them... "We have a right as a People, To NOT WELCOME ANIMAL CRUELTY in or near our homes across The World."

Please join us in signing this petition to make USA a safe haven for dogs.

Let us set a precedent for other states and countries so that dogs will No Longer be abused in this passive, sneaky, low life, inhumane, weaselly, cowardly loophole, excuse for abuse.

We Are America, I believe being American is about the Spirit of America.

These acts of inhumane cruelty is anti American, and anti government.

The Truth be Told, This is Terrorism labeled as " animal neglect "

By God, I Honesty Believe all Decent and Good Human beings,

I believe it Pained us all because we felt helpless, and useless, and somewhere along the line, We went numb to the abuse... The Pain... The Suffering....the feeling of powerlessness..... until all you can hear is the Truth...

I am not saying this is going to be fast, I not saying this is going to be easy,               I am saying, lets take the First steps of a Great Journey., together.
