New Form of Government to take the focus off of Power: and Here's How.

New Form of Government to take the focus off of Power: and Here's How.
The issue
Like many of you, I've often found myself frustrated with our current system of governance. It is so heavily focused on power and the maintenance of power that we as citizens often feel like an afterthought. We need a government that places its people at the forefront, not power and prestige.
Pew Research studies indicate that an overwhelming majority of citizens feel that significant changes are necessary in our current system. In fact, as many as 61% believe that our system needs major changes (Pew Research Center, 2018). These statistics clearly underline a deep dissatisfaction among us, a shared sentiment of despair, a sense of being overlooked in the political power game.
My form of leadership, Demokratia, is based on the government of Ancient Athens. The word Demokratatia is what they used to describe they’re form of leadership and comes from “demos”, meaning ‘the people’ and “kratos”, meaning ‘power’. The way Demokratia will work is every month, a new leader is elected by a lucky draw. This lucky draw happens in different groups, so rather than having one leader, you will have 21 leaders, as there are 21 different groups. Each group will have a new leader selected on the date their number is; for example, Group 2 would draw a new leader on the 2nd. Each group has 150-400 people in it, and these people must all meet certain guidelines and education benchmarks and have put their hand up to govern and lead. There will be 9 Primary Categories that have more people and money than others. These are Government, Education, Physical Healthcare, Animal conservation and Enviroment, Human rights, Basic needs, Safety and Defense, International Relations and Diplomacy and Immigration, Refugees and Asylem seekers. There will then be 12 Secondary Categories. Demokratic groups will work both separately and together to keep the Government moving swiftly and smoothly.
The 9 Primary categories are as follows:
Government
Education
Physical Healthcare
Animal conservation and Enviroment
Immigration, Refugees and Asylem seekers
Basic needs
Human rights
Safety and Defense
International Relations and Diplomacy
The 12 Secondary categories are as follows:
Mental healthcare
Economy and Inflation
Aborigonal and Torres state islander
Trading
Goods and services
Leasure and Happiness
Transportation and Infrastructure
Taxation
Family
Equality
Technology, Development and Innovation
Religion and Culture
To Pass a Law:
To pass a Law, the elected leader at the time of a group may rise a situation or problem that needs addressing, they may come with a solution or look or look to others for ideas, once a solution is found a law or event is placed and everyone in that group takes an anonymous vote, if majority rule yes then the law or event is passed and it is put into action immediately. If someone suspects that this vote was not taken fairly (e.g. bribes were put forth) then they may take it up with the Government Group, and this group discusses it, investigates and decides if the vote and, therefore, the law was invalid. They do this automatically with any Laws that are passed that have a major effect. If you are found guilty of foul play, you are immediately removed from the group and fined $1,000 - $100,000, depending on the impact of said foul play.
This solves sooooo many of our current problems. For one, the person in power each month knows they are not staying in power and, therefore, can make meaningful change. Secondly, it gives everyone equal voice and opportunity and you have actually educated people in government. Not only all this, but you also have people in power who want to help the people as they are paid the same as all of us and therefore aren't going to be driven by money or power, so you have people who care being in charge.
