Sadly, there is some question over whether the summons for driving without due care that was issued to the man who killed Juma has been issued within the six month time limit from the offence. I was reassured by the police officer that it would be. The case has now been adjourned to 24th May to check the date upon which it was issued by the police and whether the court stamped it with the wrong date. I can't say much more but we only have two weeks to wait.
Meanwhile, I have received this letter from the Leader of the Council, Edward Heron following a letter I wrote to him asking him what, if anything, was happening.
Dear Sarah
Re: Average Speed Camera System – B3078 Roger Penny Way
Thank you for your letter of the 14 April 2022.
Following the meeting of the 20 January, a working group of senior officers from the various authorities and agencies that will be either directly involved (Police, Forestry England); whose consent will be required for the installation of a system (National Park Authority, Natural
England) or both (Verderers, County Council), was established chaired by the Council’s Chief Executive.
I am advised that the working group has made good progress and that pre-feasibility work which has been led by the County Council is nearing completion. This is an important step, as it is vital that any commissioned feasibility study encompasses all areas that may be of concern to
relevant parties, for example around landscape impact, a key consideration for the National Park Authority in its role as the Planning Authority and any ecological impact, which will need to be
considered by Natural England as part of their statutory consenting process.
I am very concerned that any potential issues are identified as early as possible so that we do not end up going in circles between what is effective, affordable, technically possible and acceptable to those authorities whose statutory consent is legally required.
A further meeting of the working group is scheduled for later this month and I hope to be able to provide another update on progress following this. I can assure that far from having been ‘kicked into the long grass’, the installation of an average speed camera system is being actively
pursued. However, as with most things within the perambulation, it is an incredibly challenging project to deliver.
