When I first started this petition, my goal was to fix the failures I faced in Ohio—where my dog, Smokey, went missing, and where I endured the heartbreaking flaws in the shelter process. I live in Northwestern Ohio, so I am very close to Michigan and Indiana, with Ohio making three states in total.

As I sought answers, a troubling pattern emerged: Smokey may not have just wandered off. While I cannot confirm theft, the facts are suspicious.

I suspected a dog at a shelter an hour away could have been Smokey, as he resembled him closely and was listed under a different name. I had contacted them, but they do not take lost-pet reports. By the time I found his photo online, he was adopted out.

I submitted comparison photos. I requested a supervised meet-and-greet—denied. I offered to pay for a DNA test—refused. I asked for a video of his tongue (Smokey’s unique mark)—ignored. Finally, they told me to stop contacting them.

I was cut off—from any chance to verify, transparency, and resolution.

This changed everything. The truth: If your pet crosses city or state lines, reunion chances drop—especially with foul play.

The shelter never gave me the opportunity to confirm if that dog was Smokey, prolonging my agony. It was only resolved when the adoptive owners, showing compassion, allowed a meet-and-greet—where I learned it wasn’t him.

🛠 This Needs National Reform

State-by-state fixes will not work. We need a unified national system to enable fast, fair pet reunions across borders, addressing gaps in current practices.

This is not just Ohio—it’s every United States (U.S.) shelter, pet, and family.

We call for a national system that improves identification, data sharing, owner verification, access to tools, and handling of complex cases like those involving interstate movement.

🐾 From Smokey to All Pets

Smokey’s story is still unresolved—he remains missing—but this fight is for every grieving family, waiting animal, and dismissed owner. Without better resources, help is impossible—and that must change together.
