RA 6657 or the Comprehensive Agrarian Reform Law of 1988, Section 9 respects Indigenous People's rights to their Ancestral Lands and says "For purposes of this Act, ancestral lands of each indigenous cultural community shall include, but not be limited to, lands in the actual, continuous and open possession and occupation of the community and its members: provided, that the Torrens Systems shall be respected. The right of these communities to their ancestral lands shall be protected to ensure their economic, social and cultural well-being. In line with the principles of self-determination and autonomy, the systems of land ownership, land use, and the modes of settling land disputes of all these communities must be recognized and respected. Any provision of law to the contrary notwithstanding, the PARC may suspend the implementation of this Act with respect to ancestral lands for the purpose of identifying and delineating such lands: provided, that in the autonomous regions, the respective legislatures may enact their own laws on ancestral domain subject to the provisions of the Constitution and the principles enunciated in this Act and other national laws" While RA 8371 or the Indigenous Peoples Rights Act of 1997, under Section 3 (b) says "Subject to Section 56 hereof, refers to land occupied, possessed and utilized by individuals, families and clans who are members of the ICCs/IPs since time immemorial, by themselves or through their predecessors-in-interest, under claims of individual or traditional group ownership, continuously, to the present except when interrupted by war, force majeure or displacement by force, deceit, stealth, or as a consequence of government projects and other voluntary dealings entered into by government and private individuals/corporations, including, but not limited to, residential lots, rice terraces or paddies, private forests, swidden farms and tree lots" But what has the Municipal Agrarian Reform Officer (MARO) of DAR of Pangantucan, Bukidnon did? Why can't they respect our Ancestral Land? Why are they raffling off that to anyone? (anyone we don't know and may not be part of the Tribe) Are we going to become alien of our own land? Is that what you want!? Why they did not give us any due process and hear our side? Can't they respect the Sacred Lawig in Adtuyon? That is a burial site of our late great grand father, we have been in possession of that since time immemorial. That is where our great grand father lived, died and was buried. That is a sacred place for our Pamuhat! We did not sell that piece of land to preserve it, because that is where the Kalasag (Shield), Bangkaw (Spear), Agong (Gong), and Bolo of our ancestor rests and preserved! We haven't seen any documents regarding any decision of the court. You have failed to hear our side and decide with due process! You have not presented us any decision from the DAR telling us that the land have been successfully granted to your office, to be raffled off to anyone! If you have that, present it to us! Because we have not attended any meetings or hearings to meet with you and hear our side! You just posted a notice in Barangay Adtuyon that our land will be raffled off!  Is this how easy for you to grab our land? Without due process? Are you just going to tell us that we would now vacate the land we have been utilizing for century and give it away for your interest? Are we that naive and idiot for you? You should have been helping and protecting us from the oppressors, from the deceitful people spread in our community today, you should have! But have you done something to protect us? Do you want us to stage a rally first and stone your offices before acting on the rights the law has granted us? We don't want that! This petition is for you. Just wait for the change you want! Just wait! Never ever underestimate us, never ever stepped on us and the people like us, people are watching over you!
