Below is one of the most recent emails I sent out to our elected leaders and news media regarding my request to see a copy of the parking lot lease and who approved from the RIDEM that the RIDEM will be paying for the demolition of the Lighthouse Inn.    It was noted a lease does not exist, and the RIDEM failed to respond to who from the RIDEM approved that the RIDEM will be paying for the demolition.

Dear Director Grey,

  I wrote an APRA request regarding who generated a new parking lot lease agreement for PRI X to continue to operate its street level parking lots on 2 Of the 3 lots on the 5 acre parcel in Galilee.   I was told a lease does not exist.    PRI X is continuing to operate its parking lot in Galilee, and it is freely advertising Champlin’s Marina and Resort located in Block Island on the 5 acre parcel on RIDEM leased land in Galilee.   I feel there must be some type of agreement even if it a month to month lease for PRI X to continue to operate its parking lots.   So, I would like to see if any such lease exists.    PRI X must be paying the RIDEM to operate its parking lots on 2 of the 3 lots on the 5 acre parcel.  As PRI X created an environmental, health, and safety hazard in Galilee, it is deeply troubling why the RIDEM has not imposed a cease and desist order.  It is also deeply troubling why the RIDEM has not motioned to the courts to throw out the litigation as it is frivolous.  In fact, the RIDEM should be filing suit against PRI X for reckless endangerment by internationally creating an environmental, health, and safety hazard on the RIDEM leased land.   Penalties and punitive damages should be imposed by the RIDEM to PRI X.  


 I wrote a second APRA request regarding who from  the RIDEM authorized and noted the RIDEM will be paying for the demolition of the Lighthouse Inn Property.  I never received a response to the aforementioned request.   In reading the legal brief by Attorney Landry, he noted the RIDEM will hold PRI X to be liable for damages with respect to having PRI X pay all legal fees and the cost for the demolition.   

  If I do not get an appropriate follow up from you on my above requests, I will be appealing the failure to respond to my requests with the Rhode Island Attorney General’s Office.

Below is another email I sent out yesterday regarding the response from the RIDEM that my request to get a record of payments for all payments made from Procaccianti Developers to the RIDEM for the 5-acre parcel in Galilee.    I was notified it will take up to an additional 20 days to get a copy of the records.   I also sent the email out to the Narragansett Town Council to encourage them to file suit against the RIDEM if the RIDEM fails to issue a cease and desist letter to Procaccianti Developers for continuing to operate its parking lot lease on 2 of the 3 lots in Galilee.

On Wednesday, November 28th, 2023, I recently sent out the below email to the RIDEM requesting the RIDEM open an investigation on my behalf for the RIDEM failing to provide me with the requested information for my APRA Request.

Dear Attorney General,

  I would like you to open an investigation on the RIDEM for failing to provide me with information requested from the RIDEM regarding who from the RIDEM authorized that the RIDEM will be paying for the demolition of the Lighthouse Inn.  As Procaccianti - Paolino owned the property and it must be demolished due to its negligence, Procacianti Paolino of PRI X - Procaccianti Developers should pay for this demolition.  In addition, they failed to provide me with any information regarding a lease, a lease extension, or a month to month lease as Procaccianti Developers is continuing to operate its parking lots on 2 of the 3 lots on the 5 acre parcel in Galilee.   


   As I requested a copy of the existing lease, as some type of lease agreement must still be in existence even if it is a month to month lease, and no documentation was provided, please provide an investigation on the above request.    As far as I know, the State Properties Committee did not approve any lease.    Procaccianti Developers is still operating its street level parking lot on 2 of the 3 lots on the 5 acre parcel, so the RIDEM must be receiving some kind of monthly payment due to some type of agreement, yet I was told no lease is in existence.    


   I would therefore like you to open up an investigation on the above concerns.


   In addition, I presently have an open APRA request for records for all money paid to the RIDEM from PRIX for the 5 acre parcel in Galilee in 2022 up to all payments received in 2023.   I was just informed by Angela Spadoni of the RIDEM  due to the amount of information requested, the response from the RIDEM will take up to an additional 20 days to obtain the requested documentation.
