I sent out the following email to all our elected and appointed leaders in the State of Rhode Island. I also sent this email out to channel 10 and 12, and I sent a copy to the Providence Journal and the Boston Globe. It was sent out to our local Senator Alana DiMario, and our local Representatives. The Governor received a copy too.
Dear Director Gray and Angela Spardoni,
Earlier this year it was reported by Brian Amaral of the Boston Globe the lease between the RIDEM and PRIX has been terminated. The legal briefings filed by Mr. Landry confirmed that the lease was justifiable terminated. In addition, Mr. Landry noted that the RIDEM would be seeking that PRIX pay all legal fees and the cost for the demolition.
In September, 2023, Reporter Brian Crandall did a news report on seagulls being trapped in the Lighthouse Inn. There is evidence of video on YouTube that shows seagulls have died in this death chamber for wildlife. The videos also show the building is filled with mold and other debris that would be harmful to those who enter. The Narragansett Town Building Inspector wrote a detailed description of the horrendous conditions created by the willful negligence of PRIX.
As recently as yesterday, Monday, November 6th, 2023, Brian Crandall of WJAR noted the State will be responsible for the demolition, and PRIX would be retain its parking lot operations on 2 of the 3 lots on the 5 acre parcel.
As a concerned lifelong resident of Rhode Island, I would like to obtain a copy of the new lease agreement. It is my understanding that based on RI Law a new state lease agreement cannot be approved by a state agency unless it is approved by the State Properties Committee. Therefore, I am submitting this APRA request for a copy of the new lease agreement.
I will provide all the evidence I have to fight a new lease if it is issued by the RIDEM when it is presented to the State Properties Committee for approval.
As an aside, why is the RIDEM awarding a new parking lot lease to PRIX after they created the worst environmental, health, and safety hazard on RIDEM leased land in the history of the United States?
If an ordinary citizen or another business establishment acted so recklessly, the RIDEM would fine, sanction, and prosecute such violators, yet it appears the RIDEM is condoning the unscrupulous acts of James Procaccianti and Joseph Paolino.
When I started fighting to save Galilee from the harm that James Procaccianti and Joseph Paolino has caused Galilee a family member of one of the higher level workers of PRIX told me good luck, but PRI X will forever be able to retain its street level parking lots in Galilee. Another contractor in the State told me Procaccianti and Paolino own Capital Hill and they can do as they please in Rhode Island with the Blessings of our elected State leaders and State Directors.
The RIDEM engaged with the Town of Narragansett and PRIX to create a viable development for Galilee. I personally attended the meetings when they were held via Zoom. Legal Counsel, Mary Kay, attended these meetings too. Representatives from PRIX attended too. Michael Voccola, the PRI X representative stated a parking lot in the area would be best. He added, Galilee is noisy and smelly. After PRIX failed to put forth a viable mixed use development for Galilee, the RIDEM and PRIX generated an RFP. All the proposals were rejected. The RFP was for the entire 5 acre parcel. When all the proposals were rejected, the RIDEM announced it was going to award a 19 year parking lot lease on 2 of the 3 lots on the 5 acre parcel. When I requested a copy of the 19 year lease, I was told by the RIDEM there was no lease agreement, and the RIDEM later recanted its statement. The RIDEM then announced earlier this year the lease between the RIDEM and PRIX is terminated, and PRIX had until August 1st, 2023 to vacate the site. Now, the RIDEM announces PRIX can retain its parking lot operations.
Director Grey, can you please justify your actions? Please provide me with any new lease agreement that is allowing PRIX to retain its parking lot lease.
I am a State worker and I received notice you have been appointed as the campaign chairperson for the Rhode Island Charities Campaign Appeal. Congratulations. I plan on making a contribution to the RI Catholic Charities. I want to congratulate you on being appointed for the Rhode Island Charitable Campaign. As we all know you are an ethical individual, we hope and pray your State Agency will forever terminate the lease between the RIDEM and PRIX in Galilee, so your legacy will be forever praised by our residents rather than be being forever suspect for aiding and abetting an unscrupulous company that has caused great harm to our Gem of a Village of Galilee.
