

I hope all is going well, and I would like to thank you all for your support for this petition that sends out a powerful message to our elected officials. The corruption in Rhode Island is never ending. Here is one article that notes the corruption with respect to the Coastal Resource Management Council Fix the Coastal Resource Management Council. The RIDEM has once again failed to provide me with the requested information from my APRA Request regarding the lease associated with the street level parking lots. The RIDEM sent me the original lease that expired, and as far as I know, it was not renewed. Governor McKee, supported the funding for a new soccer stadium even though the owner of the new stadium has a losing track record and has lost millions of dollars in his prior investments: Soccer Stadium Investor Has Lost Millions in Past Business Deals.
The Governor has remained silent on the gross mismanagement of the Rhode Island Department of Environmental Management. The abandoned Lighthouse Inn has been a death chamber for seagulls, and at least one dead cat was found in the building. The building is filled with mold, and it appears to be filled with other toxins. The building is a hazard to wildlife, domestic animals that may find their way in the building, and any human that enters the building. In case you have not seen the video inside the Lighthouse Inn, here is one of two videos that are on You Tube that shows how disgusting and unhealthy the conditions are within the building: An Inside View of the Lighthouse Inn.
As a result of the Narragansett Town Officials viewing the videos on YouTube, they noted the building should be condemned and demolished. The Town sent notice to Procaccianti Developers to demolish the building as they are the owners on record.

The town’s Feb. 10 demolition order put the burden on PRI X. The order, addressed to PRI X, said that after a site visit, the town had determined the building had to come down. The order cited hazardous dust and debris, falling brick, a deteriorating structure, and other issues..
The town’s separate demand for a special use permit to operate a parking lot there — similar demands went out to other parking lot operators in Galilee — seemed to ramp up pressure on a developer that has attracted vocal critics in town.
Now, in court, PRI X says the town can’t order the demolition because of state ownership of the property in Galilee. And it argues, the town can’t ask for a special use permit because town zoning doesn’t apply to state land.
Though it’s clear the state itself does own the land — both under the Lighthouse Inn and around the Port of Galilee — the question of who actually owns the hotel building itself isn’t so straightforward.
After reading the above, I went to the Narragansett Town Hall to examine the property record card on the property, and it clearly shows Procaccianti Developers owns the Lighthouse Inn. The latest Quitclaim Deed also notes the property is owned by Procaccianti Developers. PRI X is also incorrect in noting the Town's Zoning does not apply to the property. The State Supremacy Clause notes a State Agency can circumvent a Town's Ordiances if it is in the best interest of the State, the city, and the residents in the State and city. By Procaccianti Properties abandoning its hotel and creating an environmental, a physical, and a health hazard, the State cannot argue its actions are in the Best interest of the State, the Town, and its residents. Therefore, the State Supremacy Clause Fails. We can even look at the street level parking lots Procaccianti and Paolino profit from on the 5-acre parcel in Galilee. By Procaccianti and Paolino continuing to operate the parking lots on the RIDEM leased land, the State, the Town, and its residents are losing hundreds of thousands of dollars each year and the money is going into the pockets of two Billionaires. The Governor and our local Town of Narragansett Senator Alana DiMario have failed to question the gross mismanagement of the RIDEM. Something does stink in Galilee, and it is not the fish.
We are now waiting to see what will happen to the Lighthouse Inn. Even though if it was you or I who did this to our property, we would have been fined and arrested, our legislators in RI have remained silent.
