Please make regulatory body for Nursery Admissions and make process simpler and transparent giving right to education to every child
The Issue
Nursery Admission in NCR is a nightmare for parents. Every School has its own set of processes and parents are totally confused. There is no uniformity in terms of timings of opening admissions, procedure for admission, criteria for selection, age criteria and fee structure. In fact, getting admission for nursery is tougher than getting admission in IIT and IIM. There is a clear harassment of parents and children in entire process.
Parents have to run here and there for every school for collection of forms, submission of forms and documents and interaction. Some schools have even 2-3 rounds of parents and child interaction as well as written test kind of thing for parents. I have seen most of the parents in stress while going for interaction as they do not have any idea for selection criteria. Applications are rejected for no reason. Some children get admission in 2-3 schools and some don’t get even one. Where is the right to education here?
Schools give preference to wealthy and socially stablised parents and a due weightage is given to their qualifications. Does this means an illiterate parent cannot get good education for his child too even if he is ready to bear the fees of the School?
The entire process is very stressful for parents as well as for children. 3 years old is expected to give an interview in professional manner. Parents are questioned about their parenting styles. Parents have to create undue pressure on little ones for performance as this has become a rat race. There is no uniformity in declaring results.
Schools charge as per their discretion. Some schools charge upto Rs. 1000 just for registration form. Session starts in April but the fee is deposited in Sep/Oct in previous year. Why? They charge hefty amounts for admission fee and development fee which is not refundable in case of withdrawal of admission. Moreover, schools give hardly 2-3 days after selection to deposit the hefty amounts.
There are so called New Age Schools which give admission easily but their charges are too high.
My submission to your honor is to make some regulatory body to monitor this process. There should be one common form for all schools and selection criteria should be clear and transparent. All schools should open and close the admission at the same time. Child should not be interviewed at all. In case of scarcity of seats, admission should be given on first come first serve basis. Admission should not be denied on the basis of educational or social status grounds of parents. Fee structure should be same for same categories of schools.Results of all the schools should be declared in the same time-frame and parents should be given sufficient time to enroll in any 1 school of their choice. Registration fees should be same for all the schools and proper receipt should be given
