We, the villagers, farmers, students, teachers, environmental activists, and concerned citizens of Nagpur, strongly oppose the proposed Dahegaon-Gowari Underground Coal Mine project by Ambuja Cements Ltd.

This mine will not only destroy forests, water bodies, and fertile land but also endanger the lives of a large section of the population, disrupt education for many students, threaten protected wildlife, and put our cultural heritage at severe risk.

Key Concerns:
Lack of Transparency in SEAC Approval

There is no clarity on when and how the State Expert Appraisal Committee (SEAC) approved the Environmental Draft. Which competent officers carried out the site verification before recommending this project for Environmental Clearance (EC)?
Unreliable Environmental Draft

The draft has been prepared by a private consultancy (Vardan Environet LLP) hired by Ambuja Cements. It overlooks critical issues and includes misleading claims. Such an important Environmental Impact Assessment (EIA) must be prepared only by a government agency to ensure accuracy and accountability.
Illegal Land Acquisition

Ambuja Cements Ltd. is neither a Maharashtra-based company nor a farmer. On what legal grounds and with which official permissions was agricultural land in this project area acquired?
Threat to Gorewada International Zoo & Protected Forests

The draft downplays the serious impact this mine will have on the Balasaheb Thackeray Gorewada International Zoological Park, nearby reserved forests, and the wildlife that depends on them.
Risk to Students and Educational Institutions

Dozens of schools and colleges (including JD College of Engineering, SB Jain, Bhavan’s, Poddar International School) are located close to the proposed mining site. Thousands of students studying here face risks to their safety, education, and future — a direct setback to India’s Right to Education mission.
Threat to Public Health and Communities

The mine is located at the gateway of West Nagpur. A very large population living in this region will face risks of air pollution, water contamination, and ecological imbalance.
Impact on Religious and Cultural Heritage

The project area includes important spiritual and cultural centers like the Art of Living Ashram, Radha Swami Satsang Beas, Sachho Satramdas Tirth, Asaram Bapu Ashram, and Manav Mandir. Putting these at risk is a direct assault on faith, traditions, and cultural identity.
Destruction of Lakes and Rivers

The region’s historic ponds and rivers, which are lifelines for thousands of people and farmers, are threatened. Destroying them will endanger livelihoods, drinking water supply, and food security.
Ignoring Coal India Ltd. – A Government Company

While Coal India Ltd., a government-owned Maharatna company, already exists, mining rights have been handed to a private company. This undermines national revenue and threatens existing public sector jobs.
Displacement of Villagers

Several villages will face forced displacement, loss of livelihood, and the destruction of long-standing communities.

Our Demands:
Cancel the Dahegaon-Gowari Underground Coal Mine project immediately.
Ensure Environmental Impact Assessments are conducted only by government agencies.
Stop illegal and forceful acquisition of farmers’ land.
Protect Gorewada Zoo, schools, colleges, religious places, and vital water resources.
Shift focus from destructive mining to water conservation, solar energy, and sustainable development.

SEAC की स्वीकृति में पारदर्शिता का अभाव

यह स्पष्ट नहीं है कि राज्य विशेषज्ञ मूल्यांकन समिति (SEAC) ने पर्यावरणीय मसौदे को कब और कैसे मंजूरी दी। किस सक्षम अधिकारी ने स्थल का सत्यापन किया और इस परियोजना को पर्यावरणीय स्वीकृति (EC) के लिए अनुशंसित किया?
अविश्वसनीय पर्यावरणीय मसौदा

यह मसौदा अंबुजा सीमेंट्स द्वारा नियुक्त निजी कंपनी वरदान एनवायरोनेट LLP द्वारा तैयार किया गया है। इसमें कई महत्वपूर्ण बिंदुओं की अनदेखी की गई है और भ्रामक दावे शामिल हैं। इतने गंभीर पर्यावरणीय प्रभाव आकलन (EIA) को केवल सरकारी एजेंसी द्वारा ही तैयार किया जाना चाहिए ताकि पारदर्शिता और जवाबदेही सुनिश्चित हो सके।

मसौदे में इस खदान से बालासाहेब ठाकरे गोरवाड़ा अंतर्राष्ट्रीय प्राणी उद्यान, समीपवर्ती संरक्षित वन और उनमें रहने वाले वन्यजीवों पर पड़ने वाले गहरे प्रभावों को गलत तरीके से दर्शाया गया है।
छात्रों और शैक्षणिक संस्थानों पर खतरा

प्रस्तावित खदान स्थल के आसपास दर्जनों विद्यालय और महाविद्यालय (जैसे JD कॉलेज ऑफ इंजीनियरिंग, SB जैन, भावन’s, पोद्दार इंटरनेशनल स्कूल) स्थित हैं। यहां पढ़ने वाले हजारों छात्रों की सुरक्षा, शिक्षा और भविष्य खतरे में है — जो भारत के सर्व शिक्षा अभियान के लिए सीधी चोट है।
सार्वजनिक स्वास्थ्य और समुदायों पर खतरा

यह खदान पश्चिम नागपुर के प्रवेश द्वार पर स्थित है। यहां रहने वाली बड़ी आबादी वायु प्रदूषण, जल प्रदूषण और पर्यावरणीय असंतुलन के गंभीर जोखिमों का सामना करेगी।
धार्मिक और सांस्कृतिक धरोहर पर प्रभाव

परियोजना क्षेत्र में आर्ट ऑफ लिविंग आश्रम, राधा स्वामी सत्संग ब्यास, साचो सतरामदास तीर्थ, आसाराम बापू आश्रम और मानव मंदिर जैसे महत्वपूर्ण धार्मिक एवं सांस्कृतिक केंद्र हैं। इन स्थलों पर खतरा आस्था, परंपराओं और सांस्कृतिक पहचान पर सीधा आघात है।
तालाबों और नदियों का विनाश

इस क्षेत्र के ऐतिहासिक तालाब और नदियाँ, जो हजारों लोगों और किसानों के लिए जीवनदायिनी हैं, खतरे में हैं। इन्हें नष्ट करना आजीविका, पेयजल आपूर्ति और खाद्य सुरक्षा को खतरे में डाल देगा।
कोल इंडिया लिमिटेड की अनदेखी

जब कोल इंडिया लिमिटेड जैसी सरकारी महारत्न कंपनी मौजूद है, तब खनन का अधिकार एक निजी कंपनी को देना सरकार के राजस्व को नुकसान पहुँचाने के साथ-साथ सार्वजनिक क्षेत्र की नौकरियों को भी खतरे में डालता है।
ग्रामीणों का विस्थापन

कई गाँवों के निवासियों को जबरन विस्थापित होना पड़ेगा। इससे उनकी जीविका और सदियों से चली आ रही सामाजिक संरचना नष्ट हो जाएगी।
 
हमारी माँगें
दहेगांव-गोवारी भूमिगत कोयला खदान परियोजना को तुरंत रद्द किया जाए।
पर्यावरणीय प्रभाव आकलन (EIA) केवल सरकारी एजेंसी द्वारा कराया जाए।
किसानों की भूमि का अवैध और जबरन अधिग्रहण बंद किया जाए।
गोरवाड़ा जू, विद्यालय, महाविद्यालय, धार्मिक स्थल और जलस्रोतों की रक्षा की जाए।
विध्वंसकारी खनन की बजाय जल संरक्षण, सौर ऊर्जा और सतत विकास पर ध्यान दिया जाए।
