Guildford has a right to see the demographic projections

Guildford's contract with GL Hearn states that no subcontractors should be used (cl 9), that Guildford owns the copyright to all work (cl 18) and that the contractor must assist Guildford in supplying information pursuant to a Freedom of Information request. So why doesn't it ask GL Hearn to supply a copy of the demographic model so that we can all see it?
