GL Hearn has not done a proper job

If GL Hearn was contracted according to the brief, then it has failed in its contractual obligations, according to section 6, as follows:
"6. Project requirements
6.1 The successful consultant will be required to:
* develop a robust, transparent and credible methodology"
How can GBC judge if it is transparent, or credible, if they can't access the methodology.
Section 9 of the T's and C's precludes subcontracting of any 'burden' of the contract.
So how can GL Hearn evade responsibility for the model?
