Safe Staffing Saves Lives

The Issue

For over a year, nurses have been meeting to work collaboratively with management to communicate concerns to improve working conditions related to staffing. Jeffrey (Matt) Felton, Administrative Service Director, oversees staffing and payroll department. Despite concerns expressed by staff, management refuses to take the actions necessary to ensure patient and staff safety at all times. 

WE, THE UNDERSIGNED, call upon Kaiser senior administrators to demand the following:

  • That Jeffrey (Matt) Felton, Administrative Service Director, commit to resolve outstanding patient care issues that have been raised by the CNA Professional Performance Committee for over two years. 
  • A commitment to better staffing by increasing current staffing levels.
  • That staff be provided the critical resource staff to all patient care units required for safe patient outcomes.
  • That Kaiser Permanente Modesto remedy all unpaid wages and pay issues immediately.
  • A safe and healthy work environment free from retaliation when advocating for patient safety.

 The nursing units at Kaiser Modesto had been operating critically understaffed before the pandemic, consistently causing delays in patient care and unsafe patient conditions related to not having enough nurses for the amount of patients we have.

We demand that we have enough staff on every floor, every shift, every day that take into account the patient acuity, department workload such as transports and procedures, and required patient care such as walking, cleaning, bathing, and feeding patients. We demand to have one patient care tech for every 10 patients in order to meet basic patient care needs and at time to assist in monitoring patients at the bedside. We demand a unit assistant for every shift to monitor our entry points in our Intensive care, Pediatric, and Maternal Child units. 

We demand that the staffing department not rely on last minute staffing to provide staff for transports and procedures both scheduled and emergent leading to a delay in patient care. Without enough staff we also see delays in discharges which in turn delay new patients from being admitted onto the units. We demand transporters to mobilize and assist with timely discharges.

Staff is also required for breaks according to labor law, a Rapid Response nurse to respond to rapidly deteriorating patients outside of the critical care unit, and a campus support nurse to help provide additional support for bedside nurses. 

In addition, unpaid wages and delay in awarding grievances have been an ongoing issue for years. Nurses have to undergo multiple workarounds in order to get paid their wages after weeks, sometimes up to a year, with an abundance of excessive phone calls, contacts, and paperwork to fill out.
