The Issue
Petition Title: Reclassify Vijya Plant (Cannabis sativa Linn.) Under the Agricultural Department and Amend the NDPS Act
Cannabis sativa Linn. or Vijya plant, as it's known in traditional Vedic texts, has been used in India for thousands of years. It is a plant with many benefits:
Industrial Uses: Vijya plant fibers can be used to make textiles, construction materials, paper, and more, revolutionizing various industries.
Health Benefits: Vijya plant seeds are highly nutritious, offering a great source of protein and essential fatty acids strengthening the Food security of India
Sustainable Farming: The Vijya plant requires less water compared to other plants and fewer pesticides, making it an eco-friendly crop. Additionally, the farming of Vijya responds very well to organic practices.
Boosting Rural Economies: Growing the Vijya plant can provide a significant source of income for farmers and Industrial revolution that will create multiple Employment Opportunities.
The Current Problem:
Currently, Uttarakhand is the only state in India that allows Vijya plant cultivation. However, even there, the Vijya plant falls under the Excise Department, preventing farmers from availing of agricultural subsidies and support. The NDPS Act, 1985, classifies the Vijya plant under the same stringent regulations as narcotics, which hinders its potential growth as an agricultural crop.
What We Want
We are asking the Government of India to:
- Change Vijya Plant Regulation: Move Vijya plant regulation from the Excise Department to the Agricultural Department across all states, allowing farmers to access agricultural subsidies and support.
- Establish Clear SOPs: Develop and implement clear Standard Operating Procedures (SOPs) for the interaction between state and central governments regarding Vijya plant cultivation. This will streamline the process for farmers seeking support and ensure they receive timely assistance without bureaucratic delays.
- Reclarification of the NDPS Act: Reclarify the NDPS Act to allow the cultivation, production, and sale of industrial Vijya plant for its fiber, seeds, and leaves, ensuring it is regulated as an agricultural crop.
