This petition signifies our desire to expand the Off-Leash with Permission program currently operating in Rockville, MD, to all of Montgomery County. The program certifies dogs who pass a thorough test to remain off-leash within the city limits of Rockville. Expanding this program would allow all Montgomery County residents to obtain a license for companion dogs who qualify to remain off-leash while in public within the county. The Neighborhood Services Division of Rockville has expressed willingness to share knowledge pertaining to starting and running the program. They report no increase in dog-related incidents with their program in place.

Implementing this program county-wide would prove that dogs, when given the right training, can be respected members of the community. By identifying dogs capable of remaining off-leash, we would allow owners who have striven for excellence in obedience to give their companions the freedoms they have worked for. Opening the certification to a larger population would also increase revenue for the county through testing and licensure fees.
