The issue
We respectfully request that the Stonnington City Council modernises its street cleaning methods for all of its suburbs (South Yarra, Prahran, Toorak, Windsor, Armadale, Glen Iris, Kooyong, Malvern and Malvern East). We believe that the current practice of requiring residents to move their cars twice a week for street sweeping is outdated, inefficient, and causes unnecessary stress and inconvenience.
Reasons for Change:
1. Inconvenience and Stress: The need to move cars twice a week leads to significant disruption in the lives of residents. It creates competition for parking spaces on alternate sides of the street, resulting in neighbor disputes and parking chaos.
2. Inefficiency: The current street sweeping method is ineffective. The cleaning vehicles move quickly along the streets, providing minimal cleaning. This raises questions about the actual benefit of the current practice versus the inconvenience it causes.
3. Financial Burden: The frequent fines for failing to move cars on time appear to be a revenue-generating mechanism rather than a genuine effort to maintain clean streets. This places an undue financial burden on residents.
4. Safety Concerns: The current system requires residents to display exception notes in their cars when they are unable to move them. This practice can alert potential criminals to unattended vehicles and empty houses when residents are on holiday/away for work, posing a security risk.
5. Better Alternatives Available: Many other councils have adopted more modern and resident-friendly street cleaning methods that do not require residents to move their cars. These methods are more efficient and do not disrupt daily life.
Strategy examples include: One effective approach adopted by other city councils involves using leaf blowers to move debris from under and around parked cars to the center of the road. Sweeping vans then collect the concentrated debris. This method allows for a thorough cleaning of the street and reduces the need for street sweeping from twice a week to once a week, all without requiring residents to move their cars. By integrating leaf blowers with traditional sweeping vans, city councils can enhance the effectiveness of street cleaning, save money, and minimize inconvenience to residents.
