The Issue

      Justice for Larry Miller and Protection for All Incarcerated

We, the undersigned, demand urgent reform of the Missouri Department of Corrections. We demand justice for Larry Miller, accountability for those who failed him, and humane treatment for every person still behind those walls.

On June 9, 2014, my brother, Larry Miller (#1601606), was brutally murdered inside Crossroads Correctional Center. He was stabbed to death while under the custody and supposed protection of the Missouri Department of Corrections.

The staff neglected their duties and failed to provide a safe environment. The entire staff at Crossroads Correctional Center neglected proper medical care, policy, procedure, and accountability in his death. As he laid pleading for staff help, gasping for life, not one attempt was made to perform CPR by medical, officers or any staff.

Larry’s due process,  Eighth and Fourteenth Amendment rights were violated, and his life was treated as if it had no value. This failure was not only against him but against the integrity of the entire system.

More than eleven years later, nothing has changed. Lives continue to be stolen in prison deaths due to unsafe, unhealthy, and dehumanizing environments. They are denied proper medical care, treated as less than human, and forced to depend on themselves for survival. This neglect is allowed by staff with no  accountability,  falsified documents, misleading information and no transparency from the department of corrections. . This is the cause of Larry's death and the so many before him, and the so many after him. 

Our Demands for Reform

1.Staff Accountability & Training

Proper training in safety, crisis response, and medical emergencies.
Accountability for negligence, misconduct, and abuse.


2. Medical Reform

Professional medical staff available at all times.
Emergency medical protocols followed immediately.

3. Family Notification & Transparency

Families notified without delay when a loved one is harmed or in crisis.
Policies requiring empathy, compassion, and transparency in communication.

4.Independent Investigations

All inmate murders or suspicious deaths investigated by an independent agency, such as the FBI.

5. Ban Solitary Confinement

Replace isolation with programs of compassion, rehabilitation, and positive reinforcement.

6.Safe & Humane Environments

Inmates treated as human beings, not animals.
Safety, fairness, and rehabilitation prioritized in Missouri prisons. Everyone in prison is someone’s son, daughter, parent, or sibling. Many are working toward rehabilitation and deserve a fair chance at life. Inhumane treatment, neglect, and abuse only perpetuate harm and strip away human dignity.

Larry’s children will never know their father outside prison walls. My family can never bring him back. But his death cannot be in vain. We must ensure that what happened to Larry Miller never happens to another inmate or family again.
