Can Dr Chellappa Commission's report to govt will change the fate of Valmiki Boyas in Telangana?

The people of Valmiki Boyas are expecting positive report from The commission of Inquiry for the scheduled caste in Telangana state which was denied or neglected by earlier commissions to reinstate the downtrodden community(Boya) in the list of scheduled caste.
