Promote the Equalization of Opportunities for the Physically Disabled

अपाङ्गता भएका व्यक्तिहरुका लागी सार्वजनिक भवन र सौचालयहरुमा सहज आवगमनका लागी नेपाल सरकारले सम्पुर्ँ सार्वजनिक महत्व का भवनहरु सौचालय समेत अपाङ्ग मैत्री बनाउन अतयन्त जरुरी छ। नेपालको राजधानी काठमाडौँमा पनि अपाङ्गता भएका व्यक्तिहरुका लागी सबै स्थानहरु जस्तै कलेज, भोजनालयहरु, सुपरमार्केट र मलहरु आदिमा जानको लागी लगभग असम्भव जस्तै छ। त्यति मात्र णबएर हरेक नागरीकले पाउनु पर्ने अधिकारहरुको निम्ति धाउनु पर्ने सरकारी कार्यलयहरु पनि अपाङ्ग मैत्री छैनन्।

यस्तो अवस्थामा शारीरिक अपाङ्गता भएका व्यक्तिहरुको जिवन कष्टकर रहेको छ। उदारहणका लागी उनीहरुमा क्षमता हुँदा हुदै पनि आफुले चाहेको विषय र कलेजमा अध्यन गर्न पाउँदैनन्, किनमेलका लागी मन लागेका पसल र मलहरुमा जान सक्दैनन्। सबै भन्दा दुखद कुरा त यो शहरमा भएका लगभग कुनै पनि सार्वजनिक सौचालयहरुमा पनि अपाङ्गता भएका व्यक्तिहरु ढुक्क सँग जान सक्दैनन्।

यसरी हामीले बिभिन्न सेवा र सुविधा अनि अन्य कह र अधिकारको कुरा गरिरहँदा हाम्रो देशको राजधानीमा नै अपाङ्गता भएका व्यक्तिहरु भने आधारभुत अधिकारबाट बन्चित भईरहेका छन्। सँसारका प्राय सबै मुलुकहरुले अपाङ्गता भएका व्यक्तिहरुका लागी विशेष व्यवस्था गर्न थालेको अहिलेको यो समयमा हाम्रो देशमा भने अपाङ्ग मैत्री सँरचना पनि नहुनु भनेको लज्जास्पद र दुर्भाग्य पुर्ण कुरा पनि भएको छ। आप्नो देशका अपाङ्ग व्यक्तिहरु मात्र हैन भोलिका दिनमा भ्रमणमा आउने कुनै अपाङ्ग पर्यटकले यहाँ कदम कदममा दुख भोग्नु पर्ने हुन सक्छ र त्यहि कुरा को उसले आफ्नो देशमा कुन हिसाबमा प्रचार गर्ला भनेर हामीलाई अनुमान गर्न गार्हो छैन।

तसर्थ सार्वजनिक भवन र तिनका सौचालयहरुलाई अपाङ्ग मैत्री बनाएर नेपाल सरकारले अपाङ्ग नागरिकहरुको पन आधारभुत हक र अधिकारहरु सुनिश्चित गरोस् भन्ने हाम्रो जोडदार माग छ।

It is necessary for the Nepal government to build physically disable friendly urban structures and toilets in the city for the easy access to them. Even in the Capital of Nepal, Kathmandu, it seems almost impossible for the accessibility of the disabled people in every public places like colleges, universities, restaurants, supermarkets, hospitals and shopping malls.

Every government offices that are responsible to provide basic services to the citizens lacked physically disabled friendly structures. In such condition, people who are physically weak, especially wheel chair people are living very dejected life. For example, despite the fact that they have enormous capacity and proven expertise, they are deprived to read their favorite subject in colleges and cannot go to their favorite shopping malls and shopping centers.

On top of that, every public toilet in cities is not equipped for the disabled. Today, we are talking about the different rights and services in the country and around the globe for the marginalized groups but a disabled person in Kathmandu and other cities are out of basic rights and services. In this present where every countries of the world have started to build the physically disable friendly structures but it is very frustrating and unfortunate that our country is lacking behind. Not only the disable people of our country but the disable people who may visit Nepal as tourist tomorrow may have to face difficulties in every steps and it is easy to guess how they publicize this issues in their home country.

Thus, it is our demands to the Nepal government to build physically disabled friendly structures and ensure basic rights for them.

Dear Minister,

The Wake Up Call is a global movement that is uniting youth worldwide under one message on one day: "World, this is a Wake Up Call". As a Wake Up Call Nepal Chapter, we, as youth, are peacefully uniting and requesting physically disabled people friendly buildings in the urban centers of the country andare submitting this letter along with the signatures we have collected.

Thus, it is our demands to the Nepal government to build physically disabled friendly structures and ensure basic rights for them by taking immediate steps towards building physically disabled friendly urban structures in the city. It further broadly emphasizes the understanding of the access and mobility issues experienced by the people with disabilities and to identify and specify the steps that can be taken in addressing these inequalities.

A major outcome of the International Year of Disabled Persons was the formation of World Program of Action concerning Disabled persons (WPA), adopted by the General Assembly on 3rd December, 1982 by resolution 37/52. The European Commission also highlighted the Design forAll (DFA) in seeking a more user- friendly society in Europe where urban design ensures that environment, products, services and interfaces should work for all ages and abilities in different situations and under various circumstances. Accessibilityfor physically disabled people has been practice in the urban centers of the world, for exampleCuritiba's public transportation in Brazil, wheelchair access ramps in Wroclaw, Poland and other utilities such astactile paving, automatic doors and low-floor busses.

We would like to ask our governmentto implement a policy to supervise and assess the plans for new buildings, and promote the equalization of opportunities for the physically disabled.Further, strong government leadership and commitment to adopt this policy must be present in order for disability equality to be includedin the new constitution of Nepal.We hope for your strong commitment and support.
