A 7 knot speed limit at North Arm

A 7 knot speed limit at North Arm
The issue
A 7 knot speed limit needs to be introduced in the Barker Inlet outside the front of the Adelaide Speedboat Club adjacent the ships graveyard. While the new 7-knot speed limit was applied back in April 2019,this stretch of the inlet is unlimited. This area is primarily a "highway" for dolphins to go to and from Garden Island,to Inner Port,as well as up the river and beyond. The dolphins also use this area to socialize, play, mate & feed on fish.
This stretch of water comprises of the ships graveyard which is also a tourist attraction used by snorkelers, recreational fishers and an important tour route for small business operator Adelaide Adventure kayaks.
Dept of planning, transport and infrastructure have made a statement on their website "On deck" , that the reason for introducing 7 knot speed limits in the greater parts of the sanctuary are as follows "the change has been implemented in response to reported near misses between larger boats and unpowered vessels and damage from boat wash, as well as risks to local marine life."
So then why is it classed unsafe in most areas, yet this stretch used by dolphins, kayakers and snorkelers is deemed ok to speed in by jet-skiers and speedboat racers practicing for race days ?
