A recent Buzzfeed investigation revealed that Foundation Care, a 14-year-old pharmacy based in the suburbs of St. Louis, "has been repeatedly found to engage in hazardous pharmaceutical procedures and whose cofounder has been been accused of regularly ordering prescription medications for himself without a doctor’s prescription." As a compounding pharmacy under loose regulation, Foundation Care could have provided tainted or even counterfeit drugs to Missouri. He has been in prison for two decades now, and an inhumane execution will not restore or undo the harm he caused so long ago. One of the aggravating factors used to give him the death penalty was that he presented a "future danger" to other inmates and correctional staff - however, in the two decades he has been on death row, Russell has had no violent conduct violations.
