Russell previously received a stay in 2014 from the U.S. Supreme Court. He has a rare medical condition, cavernous hemangioma, which places him at a heightened risk of a botched execution. Because of his condition, experts say that lethal injection drugs may not circulate properly. Anesthesia could be rendered ineffective, and tumors in his nose and throat could rupture as he chokes and slowly bleeds to death.

Missouri's stockpile of drugs comes from a backwater, shady pharmacy with multiple citations and lawsuits against it and a label as "high risk" from the FDA. A recent Buzzfeed investigation revealed that Foundation Care, a 14-year-old pharmacy based in the suburbs of St. Louis, "has been repeatedly found to engage in hazardous pharmaceutical procedures and whose cofounder has been been accused of regularly ordering prescription medications for himself without a doctor’s prescription." As a compounding pharmacy under loose regulation, Foundation Care could have provided tainted or even counterfeit drugs to Missouri.
And now Missouri wants to use these drugs to execute Russell in just 2 weeks.

EDIT: Russell was convicted and sentenced to death by a Boone County jury in 1997 for killing a romantic rival. He has been in prison for two decades now, and an inhumane execution will not restore or undo the harm he caused so long ago.
One of the aggravating factors used to give him the death penalty was that he presented a "future danger" to other inmates and correctional staff - however, in the two decades he has been on death row, Russell has had no violent conduct violations.
We do not ask that he be exempt from accountability for his crimes - we only ask that Missouri avoid its own horrific display of how the state can use its power to take life so ineffectively and inhumanely.
