Horse drawn carriages were once an effective form of transportation before we had other means of transportation but with rising temperatures and the rising weight of the average American there needs to be standards set in place to prevent the torture of these animals

I would like Michigan to be the leader in the kind treatment of animals while still keeping the charm that horse drawn carriages create

Horses cannot be used to pull carriages as a means of transportation for non agricultural purposes in temperatures above 80 degrees
