I am excited to report that our advocacy efforts paid off and the state of DE has partially adopted SB 139, providing significantly expanded infertility benefits for state employees. The state employee benefits committee (SEBC) voted yes to expand the benefits on June 10th. Everything became official when the DE state legislature approved the state budget (including the expanded benefits) on June 25th! The SEBC should be sending out letters to employees informing them of the expanded benefits soon. The expanded benefits take effect on August 1st. You can find out more details about exactly what is covered here: https://dhr.delaware.gov/benefits/sebc/documents/2019/0610-infertility-benefits.pdf A quick summary is that (a) the lifetime cap for medical expenses will increase from 10,000-30,000, (b) the 25% co-insurance will be removed, (c) diagnostic testing will not count towards the lifetime cap (only actual treatment costs will count), and (d) people can optionally have genetic testing of embryos covered within the lifetime cap.
