Bring back the Code for Sustainable Buildings in the UK before COP 26

The Issue

We are in a climate and housing emergency in Britain.

15% of all of Britain's carbon emissions come from domestic heating, comparable to aviation. This can be reduced by 90% on new buildings by bringing back the Code for Sustainable Buildings and requiring new build to Level 6 (ie Passivhaus standard).

Estimates suggest this would add no more than 10%, probably less if done at scale, to the cost of construction. This would be more than compensated financially by ongoing energy savings, potentially above £1,000 / year per house.

This high standard of housing also delivers significant improvements to health, quality of life, and wellbeing, addressing climate change and fuel poverty.

Show true leadership now and announce this at COP 26.  This can easily be combined with innovative financing solutions that show Britain's stance as a green finance leader. This is a pragmatic solution to the critical levelling-up agenda and there are already fantastic examples by local councils in meeting local needs for better quality and long term more affordable greener housing.
