No action from police

Again tonight I called the city, the police and the front desk at my building. The police told me to call the city as they always do, the city told me they would send a patrol unit but there are already two of them parked on the street, and they never do anyway. Front desk claim they monitor sound, but in my apartment with the doors closed the sound level is upwards of 74 dB - and I live on the 30th floor! I also went down to one of the patrol units in front of Segafredo and asked one of the police officers if he could enforce the law and have them turn down the music, he said he would but now an hour later and the music is as loud as it ever was. I am amazed that so few people are taking action, there are literally hundreds of apartments affected here at the SLS Brickell alone, and there is no way of blocking out sound levels like this, not with ear plugs, noise cancelling head phones or sound insulation. How is this a thing, and why are more people not taking action against it?
