Maximum Punishment for man that decapitated cat!  Mexicali, Baja California, Mexico man responsible for decapitating cat and posted photos of the Cat missing it's head on facebook. In order for this not to happen again we need to make sure that he is punished!  He should not be able to walk away without facing animal cruelty charges! Please help me by signing the petition in hopes that he will receive the punishment he deserves!
