The Issue

An Initiative for Media Workers Across the Dinaric Region
On International Workers' Day, I am launching a public initiative addressed to media workers throughout the Dinaric region with the goal of opening an institutional discussion on recognizing media professions as occupations of special social importance and establishing beneficiary service credit, alongside broader improvements in labour rights and occupational protection.

Media workers represent the so-called "Seventh Estate" of modern society. Every day, journalists, camera operators, editors, producers, sound engineers, photographers, graphic designers, technical staff and other media professionals inform the public, monitor political, economic, cultural and security developments, and provide timely information during crises, natural disasters, elections and other events of public significance.

The profession is characterized by continuous exposure to occupational stress, shift work, night work, cognitive overload, tight deadlines, public scrutiny and increasing digital pressure. Numerous studies in the fields of occupational health, organizational psychology and media studies have identified elevated levels of burnout syndrome, chronic stress, sleep disorders and work-life imbalance among media professionals.

Media workers often operate outside standard working hours, including weekends, holidays and emergency situations. The demands of the profession frequently limit opportunities for family life, social engagement and adequate recovery, creating long-term effects on both physical and mental well-being.

For these reasons, we believe the time has come to initiate a serious professional and public discussion on the status of media workers and the need to recognize the specific occupational burdens associated with media professions.

Over the next 365 days, signatures supporting this initiative will be collected throughout the Dinaric region. At the same time, research findings, expert opinions and comparative international practices will be gathered and reviewed in order to document the specific characteristics and challenges of media work.

The initiative will rely on internationally recognized concepts including:

Occupational Health and Safety (OHS)
Psychosocial Risk Assessment
Burnout Prevention and Mental Health Protection
Work-Life Balance Standards
Occupational Stress Management
Relevant reference frameworks include recommendations and research from the International Labour Organization (ILO), the World Health Organization (WHO), the European Agency for Safety and Health at Work (EU-OSHA), and the International Federation of Journalists (IFJ).

Upon completion of the signature campaign, a regional conference will be organized in Banja Luka, bringing together media employers, trade unions, professional associations, academic experts, occupational health specialists and policymakers.

The objective will be to establish a common platform and submit formal proposals to legislative and executive institutions throughout the Dinaric region.

As an initial framework for discussion, we propose the following seven measures:

1. Beneficiary Service Credit
Recognition of beneficiary service credit for media professionals exposed to prolonged psychosocial and occupational strain, including shift and night work.

2. Annual Medical Examinations
Mandatory employer-funded annual health screenings for all media workers.

3. Reduced Working Hours for High-Exposure Positions
Special working-time arrangements for occupations characterized by sustained stress, continuous information processing and irregular schedules.

4. Dignified and Fair Compensation
Salaries reflecting the responsibility, complexity and social importance of media professions.

5. Guaranteed Meal Allowance
A legally protected meal allowance for all employees within the media sector.

6. Mandatory Annual Leave Bonus
A guaranteed holiday allowance as part of minimum labour standards.

7. Transportation Reimbursement
Full reimbursement of commuting expenses between home and workplace.

This is not an initiative of a single media company, trade union or country.

It is an initiative of media workers across the Dinaric region.

If society recognizes the media as the Seventh Estate, then it is time for media workers to receive rights worthy of that status.
