An updated map from ILSR shows us that when people have a real choice to use something other than the big telecoms they take it. The COB can open up our existing network for use as early as Monday if they wanted to with a simple vote. They have the legal and physical structures in place to do so. Sure, long term we still need a good Dig Once Policy, that avoids monopolies including a partnership with any single company, but the point is that it's obvious that people want alternatives to the big telecoms.
