Well the headline says it all here, but don't just take my word for it, Harvard also agrees.
I also have some other potentially good news. Although I reported recently that the city would not provide me with receipts for equipment or even approximate locations, with fiber counts and other useful information, for publicly owned resources, they did finally hire a company to do an audit of the fiber. They say they do not have any receipts for anything, and have not provided the name of the company, but they do have giant spools of fiber at public works. Now that key people, like they city's attorneys, are looking into it I believe we will get some real results soon. They are supposed to provide me with the name of the company and as much documentation as they can find this week. James Erb, a city attorney, agreed that finding out that there were no records over the last 40 years was "a bit disconcerting" and their current approach to fiber is "winging it." However, I have gotten the public works director to start referring to their inadequate "install when practical" policy, as a Dig Once Policy. Although it is far from a Real Dig Once Policy, as I discuss in my KMRE interview, at least someone is asking them why they don't really have one and expecting good answers. Still, we need to make sure they create a comprehensive Dig Once Policy including commitments to conduit size, fiber, vault installs, distribution nodes, and everything else that every other successfully city with public broadband has done. Fortunately I've already provided them with the documents they need to do so and there are lots of people out there willing to help if we would just let them. They expect the audit to take at least 6 months, but have no firm date for completion.
