Thank you everyone for supporting Neighbors Together Oakland's (NTO)Town Sweep petition demanding the City of Oakland enforce the Encampment Management Policy (EMP).  We have noticed many California cities have implemented policies similar to our EMP that address BOTH the need for housing and punitive options for those who refuse offers of acceptable shelter.  While we are pleased to see other cities acting pragmatically, Oakland continues to fail to implement its own EMP. Let's keep the pressure up by;
