Over 500 fires have occurred at or around homeless encampments this year alone, and nearly 800 since the Oakland's City Council unanimously voted to implement the Encampment Management Policy. 

The city claims the lack of housing is why they can't get the fires under control.  What does housing have to do with daily arson in homeless encampments?  The EMP prevents many fire hazards that have been allowed to remain unchecked in encampments.
