The Issue

Relisha Rudd, who had lived with her mother at a homeless shelter at the old D.C. General Hospital, has been the subject of an intense search for over a year. She was last seen on March 1st, while she was spending time with a janitor, Kahlil Tatum, 51, who allegedly shot and killed his wife and then himself. Relisha simply vanished. It is documented that her mother stated that she did not want to report Relisha missing because she didn’t want to lose her other children, and that Relisha was fine, she was with her Godfather Kahlil Tatum. Social services took it upon themselves to get a court order to have authorities report Relisha missing and put out the Amber alert, three weeks after she was last seen. Relisha’s disappearance is tragic and perhaps if she were reported missing sooner, she would have been found. When people go missing, especially children, timing is extremely crucial. By Relisha’s mother refusing to report her missing, it made law enforcement work ten times harder to try to find her. As of today,she is still missing. Let's do what is necessary to prevent another case like this from happening. We, The People are lobbying for a new law be put into effect making it a felony for a parent, legal guardian, or caretaker's to not notify law enforcement of the disappearance of a child, within 24 hours of the time that they know the child is missing. This new law would also make it a felony to lie to law enforcement concerning that missing child.
