Create "San Antonio Animal Cops" to truly enforce pet laws

San Antonio is burdened with large numbers of stray and unwanted pets, and many are killed year after year. However, the problem has and will continue unless pet laws are made stronger and enforced with vigor. There are many organizations in San Antonio trying to save the animals. Vast amounts of time and money are being spent...but the problems continue causing an unreasonable burden to the tax payers and those that come forward to help. This struggle will not end unless pet owners are made responsible for their animals and actions. High fines and jail time are needed for offenders of cruelty and for dumping animals. And existing laws must be actively enforced every day by a large enough body of enforcement officers to do the job.
