A couple points: The plan in place was formulated 5 years ago and then put on the shelf while funding was sought. Some contend that to block the demolition of the pavilion at this late stage would set back execution of the park improvements by years. That needn't be the case. The pavilion itself occupies such a minuscule piece of the park footprint that it can easily be worked around without significantly altering the overall design.
