On Sunday, March 8th, 2026, this letter was emailed to Baltimore Mayor Brandon Scott. Receipt was verified. This letter has also been sent to Bobby Cardoni, Vice President of Baltimore Tourism Association.  Several Maryland media outlets were copied. The petition will be edited as necessary for clarity, photos, privacy, results, and updates.

Mr. Johnson-Lowe has booked his friends from NAMBLA/NARSOL to hold a pro-pedophile festival from June 25-28, 2026, at the Lord Baltimore Hotel in Inner Harbor, Baltimore, Maryland. Rooms open on the group block on the 23rd and run through the 30th. 

The 2026 NARSOL program at the Lord Baltimore Hotel lists "hands-on workshops." Hotel sales director Leland P Johnson-Lowe, a Pennsylvania State University alum and Baltimore LGBTQ+ community leader, personally booked his NAMBLA/NARSOL friends for this celebration.  Below is a photo of Lee with a signature Bloody Mary.

 

 

 

 

 

NARSOL is the political arm of the pedophile group NAMBLA, and is led by the same unrepentant predators. The national NARSOL leader, Bostonian Paul Shannon, is also a NAMBLA leader whose co-leaders and good friends, Charles Jaynes and Salvatore Sicari violently kidnapped, sexually abused, and brutally killed a fifth-grade Boston little boy named Jeffrey Curley. The victim suffered a slow death. Jaynes also sexually violated the child's dead body. Paul Shannon continued his friendships with Jaynes and Sicari after their arrests.

Its founders and current leaders include many NAMBLA luminaries from Boston and California such as Paul Shannon. The Florida NARSOL chapter was co-founded and is still led by Epstein's wealthy alleged friend, New Yorker Gail Colletta, whose son Alexander Louis Colletta was caught on at least two different occasions in Palm Beach County producing, downloading, purchasing, and distributing graphic child sexual abuse materials. Like many pedophiles, Alex Colletta dishonestly later said his downloads of child sexual abuse materials were accidental. In actuality, he deliberately searched, downloaded, paid for, and distributed the graphic videos on the two confirmed occasions, which were approximately one year apart. His mother Gail Colletta is known for her entitled, belligerent, clutched-fist courtroom outbursts on behalf of her predatory son, who is on the registry but is not serving time. She bought him a remote mountain home in order fraudulently list him as living in Colorado to avoid Florida's stricter registry rules. He actually lives in Florida. She and her child pornographer son Alex will attend the NARSOL convention, where she has received multiple activist awards. She recently lied in a recent BBC podcast interview about the current location of her adult son.

Gail Colletta's friend, New York convicted sex offender Cliff Wallach attends the NARSOL annually. He traveled to meet a young teen boy for sexual purposes on a Dateline NBC episode and endangered his own five-year-old son. 

 

 

 

 

 

NARSOL is not honest with the public and media about their identities and intentions. The convicted child molesters often use their soft-spoken older mothers or wives as spokespersons in order to gaslight the public about the group's danger, and to conceal their criminal members. Even those spokespersons don't always use their real names because the public could deduce the sexual predators to whom they're connected. For example, a prominent, grandmotherly national officer uses the name "Sandy Rozek." She's actually retired Texas teacher Sandra Stone Hrozek. Her adult daughter is Shannon Kay Hrozek, a teacher who sexually abused two or more underage Houston-area students while at school. Sandy and Shannon will be at the Baltimore festivities.

Pro-pedophile activists deceive the public with myths about the registry and sex offense laws. There is currently no member of NARSOL, nor any person in a United States prison on a sex offense charge, who was convicted for "public urination." This mass, public gaslighting is further traumatizing the victims of sexual abusers. A member of the public and media should personally research each NARSOL member's court record online rather than believing the fabrications of the predator or his wife.

NARSOL’s goal is to repeal laws that help keep women and children safe from sexual predators, such as Amber Alert warnings, the Adam Walsh Act, and Megan's Law. They endeavor to completely abolish the sex offender registry, not just reduce its scope. This 300-pedophile party is being held within walking distance of the Maryland Science Center and the National Aquarium, both of which are frequented by families with children.

NAMBLA/NARSOL and their 300 pedophiles were un-welcomed from a Michigan Doubletree last year, after local residents reached out to their CEO, days before their annual national party. The festival was also un-welcomed from Houston in 2023 after spending several years there. Now they've taken their felonious show on the road to Baltimore.

Also attending is the dubiously wealthy multi-pedophile activist family of Shari Gherman of the American Fine Wine Competition. Her son, Florida pro-wrestler and choke-porn star Chasyn Rance, raped a 15-year-old mixed-race family member, but told his fans for years that she was a stranger with a fake ID. Shari's son, an animal-abuser and Georgia NARSOL chapter member named Ashtyn Rance, raped a toddler.  Shari's mother, New Yorker Joan Walters, widow of convicted serial embezzler and international sex trafficker Henry German. The writers of this letter respectfully request Mr. Johnson-Lowe and other Lord Baltimore Hotel executives to reconsider hosting the NAMBLA/NARSOL event. We believe that the hotel should take responsibility for the safety of the employees, guests, and community in which the property operates. 

At a minimum, we ask that all employees, hotel guests, and neighbors located within two miles of the property to be explicitly warned about the sales director’s many pedophile friends who will be staying at the property that weekend. In lobby and on the outside front doors, we ask for posted, printed copies with all of their sex offender registry pages.

If nearby Baltimore residents or businesses decide to stay or conduct business in another location that weekend due to safety concerns, we ask that the Lord Baltimore Hotel reimburse those expenses.

If Lord Baltimore Hotel employees ask to not work directly with the NAMBLA-NARSOL festival or enter those sexual predators' rooms, we ask that this request be respected without reprimand or job termination.

In past years, NARSOL’s convicted pedophiles have taken side trips to tourist attractions and recreational areas where children are present and distracted. For example, when their pedophile festival was in Houston – an event known as “Ho-Down” – they took unchaperoned trips to NASA, the aquarium, and beaches. NAMBLA-NARSOL has not even disclosed to the public where their group-bondage trips will be.

 

 

 

A speaker at this year's event will be convicted Maryland sex offender David Kaye. He was a guest on the old NBC To Catch a Predator series. At the time, Kaye was a married rabbi in charge of a youth program who traveled to have sex with a young boy. He sent graphic photos to the intended victim.

 

 

 

 

Also in attendance will be sex offender apologist Anita Killen and her son Jerry Patrick Killen. The latter is a Florida MMA fighter and pro wrestler who intentionally promoted, downloaded, and distributed videos and photos of infants and toddlers being sexually abused. Explicit descriptions of the images can be found on the Orange County Clerk of Courts website. Anita is one of many NARSOL activists who can be seen at local city and county commission meetings as well as state and federal Senate buildings throughout the country spreading lies about supposedly harmless criminals on the registry who are on it for supposedly peeing in the woods.
